Notice: The Long Range Planning committee meeting of the Lake Bluff Library Board of Trustees was heldwith a quorum of Trustees present. The meeting was conducted with all committee members attendingin person. Guidelines and access codes were published before the meeting so members of the publiccould log in. As required by law, at least one representative from the Library was present at the Librarywhile participating in the meeting.

  1. Call to Order: Trustee Shaul called the meeting to order at 10:18 am.
  2. Roll Call: Trustees Shaul and Friedeman were present; Director Renee Grassi was also present.
  3. Public Comment: There was none.
  4. Vote to approve Committee Meeting Minutes from February 21, 2024: Trustee Shaul moved toapprove the meeting minutes from February 21, 2024; Trustee Friedeman seconded; all votedaye.
  5. New Business
    1. Review short and long term planning objectives from Board Retreat: The Committeereviewed the major takeaways from the Board retreat on February 24, 2024. Theseincluded (1) moving forward with a Master Capital Plan inclusive of facility, technologyand IT infrastructure, (2) securing a quote from Jamie Rachlin of Meristem Advisors tocreate projections inclusive of capital and operations costs at a tiered level, (3) creating asummary of the Board retreat for the community, (4) developing a summary of financialpathways that outline the pros, cons and timeline for each option presented by JamieRachlin, and (5) creating a community engagement plan to expand understanding of thestate of the library, including services offered and future goals/needs.
    2. Long Range Planning Consultant
      1. Timeline for drafting RFP, posting, interviews, hiring: Phase I (board review offinal reports) and II (board retreat) of the long range planning process arecomplete. The committee is entering Phase III of the process, which includes theengagement of a strategic planning consultant (April-June). Phase IV is formallong range planning that incorporates all aforementioned elements(June-December). A subset of Phase IV is community engagement work, whichwill be concentrated in September-November 2024. Phase V will be thepresentation of the final long range plan presented in December 2024-February2025.
      2. Determine scope of work for RFP for Strategic Planning Consultant: Thecommittee reviewed a sample RFP from a Chicago-area library for strategicplanning services to discuss scope of work for strategic planning consultant. Thecommittee will begin reviewing consultant presentations and sample RFPs andwill compile a working draft of an RFP to review at the next committee meeting.
    3. Village Suggestion of 1 and 3 year plans: Director Grassi and Board President BonnieShaul will schedule a meeting with Drew Irvin & Regis Charlot of the Village of Lake Bluffto share takeaways from the Board
  6. Executive Session(s) if needed: There was none.
  7. Any and all other business that may properly come before this committee: There was none.
  8. Adjournment: Trustee Shaul moved to adjourn, Trustee Friedeman seconded; all voted aye. Themeeting adjourned at 11:28 am.
