1. Call to Order: Jerch called the meeting to order at 4 pm.
  2. Roll Call: Jardine, Jerch, and Shaul were present. Grassi was absent.
  3. Public Comments: There were none.
  4. Approve Committee Meeting Minutes from April 3, 2024: We didn’t have a copy of the minutes, so deferred to next meeting.
  5. New Business:
    1. Master Plan Project Updates
      1. Community Open House Events: The first two were held Tuesday, June 11; the morning session drew 9 respondents, and the evening session drew 10, including Jennifer Bealer from the Park District and Sandy Hart, Lake County Board chair. One suggestion was to install a larger changing table in the Children’s restroom near the elevator in the lower level to accommodate special-needs kids.
      2. Focus Groups: All of us have forwarded information and Facebook announcements on to others in the community.
      3. Online Survey: Only one person at Engberg Anderson has access to the data, so we will wait to hear the results once the survey time period is complete.
    2. Village/Library IGA Updates: Shaul reported that there are 2 dates in July that she has suggested to the Village negotiators (Irvin and Charlot) but she hasn’t heard back from them yet.
    3. Discuss Carpeting Analysis Report and Proposal: Shaul suggested that we may need another visit and a new quote from Phil Johnson of Johnson Floor because we now have the completed asbestos report, which shows some asbestos in the flooring/carpeting. We prioritized necessary repairs/replacement for various areas of need. Shaul suggested asking if “part” of the main floor carpet and underlying uneven spots could be addressed; she drew some possible areas on her map. We decided that the lower level staff entrance, the area around Jarvi’s desk, and the area behind the main floor circulation desk need immediate attention as life safety issues. ACTION: Shaul moved that we begin the process of asbestos mitigation and replacement of tiles in the lower level staff entrance; Jardine seconded; all voted aye. ACTION: Shaul moved that if the cost to repair/replace carpet tiles in (1) the area around Jarvi’s desk, and (2) the area behind the upstairs service desk is under $10,000, we begin the process to repair/replace the carpet in those 2 areas; Jardine seconded; all voted aye. If the cost is over $10,000, the B&G Committee will bring it to the full board for approval.
    4. Brainstorm additional topics for community letters: A letter from the Finance Committee could touch on the fact that the Library has never gone for a referendum, that the Ptell increases only cover inflation, and that we apply for every possible grant, along with a list of those received and those not received.
  6. Library Director Updates: Grassi unfortunately was absent, so we had no reports to review about Indoor Air Quality and Water Analysis. We did discuss the asbestos report, resulting in the 2 Action Items listed above. Also, Grassi texted me that she still has not heard back from the IL State Library about a grant for which we’ve applied.
  7. Executive Session: There was none.
  8. Any and all other business that may properly come before this committee: We scheduled our next meeting for Wednesday, July 10, 2024 at 4 pm.
  9. Adjournment: Shaul moved to adjourn; Jardine seconded, all voted aye. Meeting adjourned at 5:15 pm.

Respectfully submitted,

Janie Jerch
