Each proposal was graded on a six-category rubric by the HR Committee and Trustee Friedeman. The rubric included location (in or near Chicago), service capability plan, experience & qualifications, reputation based on references, price and performance history. Two top-scoring firms were selected to conduct reference checks, which were also graded on a standard rubric using 5 guiding questions.
