Committee of the Whole Meeting of the Board of Library Trustees

Minutes

  1. Call to Order Trustee Friedeman called the meeting to order at 7:03pm.
  2. Roll Call In attendance: Trustees: Friedeman, Jardine, Kearney, Reidy, Shaul, Sobolak. Also in attendance Director Starosta. Trustee Heck arrived at 7:29pm
  3. Additions and Corrections to the Agenda – No changes
  4. New Business
    1. DISCUSSION: Draft FY27 Budget and funding were discussed. Director Starosta will follow up with the Village to discuss the upcoming levy request.
    2. DISCSSION: Update on building repairs – Director Starosta talked about the sink hole which has been repaired, upcoming backflow pipe repairs and retesting.
    3. DISCUSSION:
      1. Alcohol Policy – The policy revisions suggested were discussed. This will be an action item on the October Board agenda.
      2. Programming Policy – The new policy was discussed as a compliment to the Reconsideration policy. This will be added as an action item to the October Board agenda.
      3. ALA Library Bill of Rights Policy – This new policy was discussed and will be added as an action item to the October Board agenda.
      4. Voter Registration Policy – This new policy was discussed. The procedure language will be removed and the word free will be added in the first sentence. This will be added as an action item to the October Board agenda.
    4. DISCUSSION: Illinois Public Library Standards – The Board reviewed the new Illinois Standard’s checklist. The Director will keep the Board appraised of changes to the items not met.
    5. DISCUSSION: Director’s Succession Plan – Director Starosta presented the draft Director’s succession plan. This will be added as an action item to the October Board meeting with minor changes.
    6. DISCUSSION: Naloxone Law update – Director Starosta informed the Board that Lake County Health Department has already dropped off 5 boxes of Narcan and will be providing an in person training at the November staff meeting to comply to the January 1st, 2026 start date of the law.
  5. Adjournment (8:57pm) Trustee Friedeman closed the meeting at 9:00 pm
